sorry for the delay in answering (the mailing list moderators have been quite busy). There is an extensive howto document for translation related questions in doc/TRANSLATION_HOWTO . It basically says you can submit updates directly to the mailing list gnucash-patches, or you can use the Translation Project http://www.iro.umontreal.ca/contrib/po/HTML/ .
