Yahoo!! It works now.

I had to uninstall two copies of Strawberry Perl (5.26.1001) and an older one. 
Attempting to run the "Install Online Quotes Tool" downloaded Strawberry Perl 
and then failed with error code 1602. A brief search suggested that I might 
need to turn off my antivirus program. Instead, I found and installed 
Strawberry Perl myself. Then I reran the " Install Online Quotes Tool" again. 
This time it chugged along merrily, spitting out several pages of messages, 
which I took as a good sign. Trying "perl gnc-fq-dump -v alphavantage JNJ" 
finally produced the expected result. The last test was to get quotes from 
within gnucash. That went very well. My investments are up to date again.

I'm guess then that the problem is somewhere in your perl http stack. Unless 
you're comfortable with perl development the simplest thing to try next is to 
uninstall perl and re-run the "Install Online Quotes Tool" in the GnuCash 
folder of the Start Menu.
