Certainly. I can’t imagine anyone thinking they can delete transactions and *not* affect running balances or reconciliations. We don’t know the original purpose to the pursuit of the deletion, but that might very well be the intent. Maybe the current balances are off. Maybe there are lots of known duplicates from an import problem. That doesn’t change *how* to accomplish the task as asked though.
