That's only on Windows. Ze'ev said they're using macOS. The menu item is 
present on macOS and works as expected.

I just tested setting
   (gtk_accel_path "<Actions>/gnc-plugin-ofx-actions/OfxImportAction" "<alt>i")
in ~/Library/ApplicationSupport/Gnucash/accelerator-map and restarting GnuCash. 
That also works as expected, bringing up the file chooser to select files to 
import. Ze'ev, did you restart GnuCash after editing accelerator-map?

Do note, though, that using <alt>-prefixed accelerators on macOS overrides the 
extended keyboard so having <alt>i as an accelerator means that you can't type 
circumflex-accented letters, e.g. รด, in GnuCash. You might prefer <ctrl><alt> 
or <meta><alt> to avoid that limitation. Meta is the command key; primary is 
the command key on macOS and the control key on Linux and Windows.
