If you really need step-by-step instructions, you download the current
version (5.14) from gnucash.org web site.

I am running Win 10 and I have not had to do steps 2 & 3, although many
have reported a problem. But to be on the safe side, go ahead and do steps
2 & 3 -- they cannot hurt.
