Peter, I was following this thread and one thing that comes to my mind
is that by default MacOS comes with LibreSSL, a wrapper of openssl. You
may want to install the latest openssl on your Mac (make sure the
homebrew's bin path is before the /usr/bin) and see if this helps.

Unexpectedly, there was an empty pair of directories
/Users/prl/Computer/lib/perl/Finance
/Users/prl/Computer/lib/perl/Finance/Quote under my $PERLLIB, but
removing them didn't change anything. There are otherwise no modules
there that could override system libraries (they are all modules that
start Beyonwiz::).
Sequoia is a somewhat recent release of macOS
Yes. It's the most recent macOS that runs on my Intel MacBook Pro -
15.7.7, but it is only getting security updates now.
