I don't see any real difference between the two, really. If it's not legal to distribute the single binary with IDEA, then it's not legal to distribute the module. And going the module way, you wind up getting a large number of support requests saying "I downloaded the module, but I still can't read IDEA traffic", since people tend not to be all that familiar with editing gpg.conf. I should also point out, while I'm at it, that I don't recommend using IDEA.
