In OpenPGP this is called a "keyblock". The term certificate is used only for some special thinks (revocation certificate). Certificate also has the bad connotation that a third party issues this; which is not the case for common OpenPGP use cases An OpenPGP keyblock is very different from an X.509 certificate.
