There's excellent academic research into why.  I heartily recommend
reading this paper: "Secrecy, Flagging, and Paranoia: Adoption Criteria
in Encrypted Email".  Shirley Gaw, Ed Felten, and Patricia
Fernandez-Kelly, out of Princeton University.
