A Windows installation system has been discussed many times here...
Wouldn't it be an other good place to move this preference panel to ?

Sure ... but in the meanwhile, the System Preferences application seems like
the best place. Maybe a new 'Backend' module ? There are interesting X11 settings
to configure as well. :-)

PS: What is the relationship between 'SystemPreferences.app' in GNUstep usr-apps subversion and the Backbone 'Preferences.app' ? Should/could they be merged ? (apologies if it's a
stupid/dummy question)

The only difference is that SystemPreferences is based on a GNUstep 
implementation of the PreferencePanes.framework; this means that people can 
write bundles following the Apple documentation for NSPreferencePane.
