The worldwide baseline for unmandated deposit is 5-25% of annual refereed research article output. Unless we know what the hita-hita percentage is, it will not be possible to weigh hita-hita's success, nor to calculate the rate at which Japan will reach 100% annual OA on the basis of hita-hita's current growth rate. It would be really useful to know those figures. Among other things, they will show whether Japan can indeed reach 100% OA within a reasonable period of time without mandating it.
