Multinovic was Indian coach long before he took the other teams to the World Cup! The Indian football administration is a political setup, with folks from Bengal dominating. I think that only the Tata football academy has done a few things to try to improve the standard of football in India.
Years ago even the national team selection was biased in favour of West Bengal. There were rumours in Goa that at the international level, the Bengal players did not pass the ball to players from other states during the game! The big teams from Bengal --Mohun Bagan, East Bengal and Mohameddan Sporting, used to acquire good players from other states and keep them on the bench!! That way, other good teams in the country could not use their services.
