Communidades malfunctioning comes under fire.

The association of components of communidades (ACC) of Goa held its meeting
at the TB Cunha hall today. Around 50 people were present on the occasion.
The president of ACC read out the progress report and a memorandum
which has been sent to the Home Minister, Mr L K Advani and the Chief 
Minister,
Mr Manohar Parrikar. It memorandum outlines attrocities committed
on communidade by way of large scale land grabbing and through
the Land Revenue Act and usurping the powers of the communidade.

The secretary of ACC, Mr Andrew Pereira, read out the report about his visit
to the revenue secretary, where he pointed out the random appointments
of the administrators by the government.

In the open session all the members expressed dissatisfaction
at the functioning of the North Zone, South Zone and Tiswadi Zone.
He also pointed out the lavish expenses and high legal fees were paid
to certain favourite advocates and instances were also brought out
wherein the administrator allotted a plot belonging the Pilerne communidade
whose allottee has already expired.

Mr Juino de Souza, a Gaounkar of Serula Communidade spoke of the instances
where the serula Communidade land was allegedly being looted in connivance
with government officials and that the local Serula communidade committee
whose term has expired in February 2001 still continues to rule
the communidade under the government's patronage and government
is doing nothing to either appoint new committee or hold the fresh elections
in Serula communidade.

Brigadier, Ian da Costa also highlighted the heavy expenses incurred
by the communidade. Mr Bartholemeo de Souza and Mr Floriano Lobo also spoke.

On unlucky for some, Number 13.

And, I must assure the readers that they are absolutely safe reading TiTs &
BiTs No. 13. It has always been my lucky number. The only time I was unlucky
was when, after having used my resourcefulness in convincing the good Padre
in Houston, Texas, where I had landed , on my very first ship, that someone
should take me to "NASA" instead of for the Sunday Mass. It was  Harry
Bretting and Gloria Houard, his young wife who volunteered to drive me down
to NASA , a good 80 kilometers from downtown Houston. Harry was one of the
mission controllers for the Apollo 13 . The unfortunate part was  that the
Mission Control was sealed for the impending flight of the failed  Apollo 13
Mission. I had to be content in only watching the "eagle" landing craft
from the outside and enjoy the mesmerizing sight of radio controlled planes
and helicopters being flown by kids on the NASA grounds. Back home in 1971,
we did'nt even have  the TV.

On Presidential visit to Gujarat:

And Fr. Cedric Prakash, who has been complaining about the police
intimidation that has kept him away from meeting with the President, at the
cosmetic sites the President  was allowed to visit, must realize that he is
dealing with the Gujarati NAZIS. Very shortly  we should be witnessing the
Indian SWASTIK which, I am told, stands for PEACE , is  worn  by the
GUJARATI/ INDIAN   NAZIS as the sign of ETHNIC CLEANSING.  And a lot is
expected from our dear President Abdul Kalam. Sorry to say, but I only hope
that he does not become the intended sacrificial BAKRI to grace the occasion
of the next Bakri Idd.

Back home, the way the last "NAZI VHP GOA BAND"  that was termed as a "Total
Success" by our RSS Chief Minister, Mr. Manohar Parrikar with a comment
 What if a few stones were thrown?"  only goes to show that it is  his "BAB
KA RAJ"  I was,  at the least,  expecting some stern questions to be asked
about this particular "GOA BAND" by our enterprising  OPPOSITION in the
current session of the Goa Legislative Assembly,  forget about introducing a
BILL to BAN all future GOA BANDs in GOA.


On COMUNIDADES and Revision of  its Sacred "CODE.".

It was heartening to see a few more heads than usual turning-up for the
meeting of the Components of the Comunidades  at the TB Cunha Hall on
Sunday, August  18th. And the final resolution that was passed goes against
what the Revenue Minister, Mr. Pandurang Madkaikar has been saying in
Yesterday's papers (H), that "the House committee constituted under his
chairmanship will go into the issue of revising the Code of Comunidades"
supposedly to  remove the inconsistencies regarding encroachments on
Comunidade lands.

And who is this House committee?, the Revenue Minister,  the Chief Minister
or the Governor or the Government itself,  to suggest this revision ?
Revising the SPURIOUS and ILLEGAL  translation of the CODE is like flogging
the dead body of some unknown person. The government must realize that it
cannot play with a serious institution like the Comunidades with half baked
knowledge and malafide intentions. The upcoming writ petition in the High
Court will put to rest this illegal flogging of the illegal translation of
the CODE  of Comunidades.

For those who would like to  know, under the management of the Comunidades,
the vast cultivable land holdings of the Comunidades were never allowed to
lie fallow and at the discretion of the cultivators / temporary tenants.
These lands, which mostly lie fallow today or which have been already
converted into concrete jungles,  were the  revenue earners for the
Comuminades,  affording them to look after their respective villages, river
bunds, sleush-gates (Manoses), roads, gutters, cutting of the roadside
brambles and even the up-keep of the churches and temples. A slice of this
revenue was paid to the King (now the Governor, representing the government)
as "DERAMA" for acting the arbitrator in the disputes between the
Comunidades and its tenants.  The unspent moneys were distributed to the
share-holders as "ZONN" as an incentive to take part in the Management of
the Comunidades.

Today, the revenue of the Comunidades is limited to the interest earned on
the bank balances (if at all, for most Comunidades are turned to paupers)
which are solely the proceeds of the transfer/sale  of its properties. And
the Government is utilizing this revenue to pay fat salaries and kingly
perks to its own appointees to the offices of the  Comunidades,  such as the
administrators, escrivaos and office staff for "NIL" work done. It is
believed that the administrators draw-up the budgets arbitrarily and some
are even charging the  up and down  taxi-fares to the airport for their
private visits to Delhi etc., to the Comunidades account.

The present Tenancy and Mundkar Acts is the  destructive work of the
government that needs to be REVISED and, of which,  the Revenue Minister and
the government itself must take serious note. Foremost, The Revenue Minister
must understand that the LAND REVENUE CODE  cannot be super-imposed on the
CODE OF COMUNIDADES.

If at all the Comunidades, today, are not the TIGERS that they must be, to
challenge the gross and brazen  illegalities committed by the government, it
is because of the paucity of funds available  with the Comunidades to fight
these cases, the cost of which are prohibitive. The government knows this
well, and continues with its malicious thrusts to seek the destruction of
the Comunidades.  BUT THE GOVERNMENT OF GOA WILL NEVER SUCCEED. The
Comunidades of Goa shall WIN.  There are the GAUNKARS  who are not DEAD YET.

NRI'S INTEREST WILL BE PROTECTED: Befriending and protecting the interests
of non-resident Indians (NRIs) of Goan origin to benefit the State is
apparently on top of Chief Minister Manohar Parrikar's agenda if his
utterances in the Goa Legislative Assembly are any indication. Mr Parrikar
said he would take personal interest in strengthening the NRI cell formed
by his government under the Home department. Mr Parrikar also said, the
government must do something to ensure that Goans abroad in distress are
taken care of. (H)

NAVY ADVICE MAY SINK MOPA AIRPORT: If the government heeds Indian Navy's
advice, it may find that there is little need to spend an estimated Rs.800
crore on a new airport. Speakers at a seminar on "Strategies for Goa
Airport: Privatisation/Alternatives" felt that upgradation of machinery for
faster handling of passengers and baggage, spacing out of some flights in a
packed two-hour schedule and testing of the Dabolim airport's peak capacity
would make a new airport (Mopa) almost redundant. (GT)

NO KUNBIS IN GOA? "There are no Kunbis in Goa." This sweeping statement
made by Jitendra Deshprabhu in the Assembly on August 20, forced the
government to give an assurance that it would verify their actual number.=

BETTER FOOTPATHS FOR MARGAO: Making pedestrians a privileged lot, the State
Urban Development Authority will seek expert advice on protecting their
right to walk on the footpaths. (NT)

MORE STAFF IN POWER DEPT: The Chief Minister, Mr Manohar Parrikar,
yesterday announced that though RDA certificates of ITI students were not
recognized for employment, the government could relax the norms, in order
to recruit the students especially for the posts of lineman, assistant
lineman and wireman in the Electricity Department. (NT)

RIBANDAR-PATTO BRIDGE: When St Cruz ML:A Victoria Fernandes raised serious
concern of the Patto-Ribandar bridge (constructed in 1633), PWD Minister
Ramkrishna Dhavalikar informed the House on August 20 that a new bridge is
proposed to be constructed there. (H)

MILK PRODUCTS' QUALITY: Replying to a calling attention motion moved by Mr
Aleixo Sequeira (Loutulim), the Health Minister said that there was no need
for any anxiety in the minds of the people on the quality of the milk that
was being supplied in the State as the Food and Drug Administration
officials routinely tested the milk and other products. (NT)

SALARY HIKE FOR MLAS: Sources said Chief Minister Manohar Parrikar, agreed
at a meeting of all legislators on Tuesday, to increase MLA's salary by
Rs.2,000 per month. Currently, MLAs draw a monthly salary, inclusive of all
allowances, of Rs.20,000. (H)

JUST SARDINES: It's been sardines and nothing but sardines that has been
the major catch in the last five days since the fishing season began from
August 15. (H)

DOCTOR SENTENCED: A doctor from Karapur-Tisk in Sanquelim has been
sentenced by the Bicholim JMFC to one-year imprisonment for insulting the
modesty of a pregnant woman. (H)

PROTEST MEET OVER "BEST TEACHER AWARD": Advocate Aires Rodrigues informed
at a press briefing in Panjim yesterday that a protest meeting will be held
on September 5 at 10 am to protest against awarding the "Best Teacher of
the Year National Award" to Dnyaneshwar Pundalik Pednekar, the Principal of
Chandrabaga Tukobha Naik Higher Secondary School, Curchorem=85It has been
alleged that Pednekar not only got his own birth date changed but also that
of his daughter. (H)

NIO GRANTED 3 US PATENTS: The National Institute of Oceanography, Dona
Paula, has been granted three US patents; two relate directly to human and
animal nutrition and therapeutic use and the third relates to the treatment
of synthetic dyes originating from industrial waste water discharges. (GT)

'WREATH' CONFUSION: It has been a unique kind of investigation for the
Colva police on Tuesday, verifying over a dozen florist shops after a
motorcycle pilot dispatched a "wreath" to the Betalbatim
office-cum-residence of tourism Minister Miccky. Investigations revealed
that it was a case more of "misunderstanding" than "mischief". (H)

WOMAN REMANDED FOR DEFRAUDING CITY BANK: The junior magistrate first class
yesterday rejected the bail application of Leeann Cabral alias Jennifer
Fernandes, who was arrested for allegedly defrauding a city bank and
remanded her to one-day police custody. (NT)

ST FRANCIS' 450TH DEATH ANNIVERSARY: With the 450th death anniversary of St
Francis Xavier barely three months away, religious and academic programmes
are being planned by the archdiocese of Goa and Daman as well as the Jesuit

SNAKES EXHIBITED AT ALDONA: The Aldona Network of the Nisarga Nature Club
hosted a day-long exhibition of snakes in Aldona on August 15. Amrut Singh
of the Bicholim Animal Rescue Team and Vijaydatta Lotlikar (coconut craft
expert)  were present at the programmes. Lotlikar later explained the

MAPUSA, Aug 20: The Goa Desc Resource Centre, Mapusa, today launched
its website and E-documentation service, in the presence of Mr George Pinto,
president of Goa Sudharop Community Development Inc, USA.

The E-documentation service, now available as a link on the Goa Desc website,
will help people to access information about local issues at a fast rate.
Says Mr Roland Martins of Goa Desc, "It will help research students, 
journalists,
policy makers and the general public to access articles that were published
by the local press on various issues in a connected way instead of looking
at them in isolation. For instance, all information regarding the fishing 
controversy
that erupts in Goa every year will be available under one section and so on."

The website and E-documentation unit with its 3 computers is an activity
supported by Goa Sudharop. Mr Martins thanked Goa Sudharop and other NGOs
who supported in this venture. Describing Goa Sudarop as a non-profit 
organisation,
its president, Mr George Pinto said that the NGO was networking with other
similar organisations in Goa which were committed to the betterment of the 
state.
He said that Goa Sudharop's projects of providing free computers to Goan 
schools
and initiatives in Goan health care would be followed by more projects for the
betterment of Goan society.

Members of various NGOs joined in lighting the traditional lamp
to mark the launch of the website and E-Documentation Service.
Also present were Mr Claude Alvares of Goa Foundation, Mr Dadu Mandrekar,
Dalit activist, Messrs Ashley Delaney and Mario Mascarenhas, volunteers of
Goa Sudharop and members of various consumer cells around Goa.

Dear Mr. Barreto,  

         This is to congratulate you and your colleagues for celebrating
the Goa World Day on 20th August to commemorate inclusion of Konkani in the
8th schedule in the Indian Constitution.  It is a wonderful movement you
have started and we, who are working at various levels and in various
fields connected with the nurturing of the Goan identity and development of
the Konkani language, are overjoyed to hear about the success of this
movement.  

         While on the subject, may I point out that language is the most
essential and the most important component of a culture ?  You will find
that even on the Internet, famous websites have always clubed these two
words, language and culture together to indicate their inseparable nature.
Unfortunately, many Goans living abroad can neither understand nor speak
Konkani and do not find time to make an attempt to learn it.  It would be
useful if attempts are made to teach Konkani to Goans who do not know it
and to spread the message that the feeling of being a Goan cannot be fully
justified unless one knows to speak Konkani and one has some knowledge of
the achievement of the language.  

         I shall be happy to be in touch with you and your friends on
e-mail to serve the cause of Goan identity and the Konkani language and
culture.
