State Plan for Quality Improvement in Secondary Schools

One of the aims of the School Complex Scheme is to raise the quality of
instruction at all stage of school education. It also envisages innovation
and experimentation by teachers. Further, the first of its minimum programme
talks about promotion of subject activities aimed at creating interest in
the students about the subjects by supplementing classroom teaching with
learning activities and resources. The entire teaching-learning process
would be child-centred.

For this purpose, continual orientation of teachers is necessary through
workshops and conferences. The School Complex Committee has requested the
Extension Services Department of GVM?s College of Education to plan and
execute the scheme for the qualitative improvement in curriculum transaction
in a phased manner as under:

The Organising Committee consisted of Dr. Louis Vernal, Principal and Mrs.
D. Vernal, Coordinator of the Extension Services both from the GVM's
College of Education, Mr. Subhash Velingker, Principal of Vidya Prabodini
Higher Secondary School, Porvorim and Mr. Kanta Patnekar, Headmaster of
Hanuman Vidyalaya, Valpoi both from the State School Complex Committee.

The whole programme has been cahlked out in a phased pattern -- the phases
being natural successions; Methodology, Content enrichment and Evaluation.
The first phase focussed on the methodological aspects. The target group
were secondary teachers of classes VIII-X. The subjects chosen were English,
Mathematics, Science, History and Geography. The intention was to build up
an expertise cell in various subject areas at the state and taluka levels.

Master Trainers were drawn from Schools and the College of Education on the
basis of their expertise and experience. After orienting them two Workshops
were held for subject experts of the five subjects, one at Mapusa on 16th
and the other at Margao on 18th January 2002. Around15 ? 18 experts for each
subject participated in these training programmes.

The list of subject experts was further revised and it was decided to hold a
two-day workshop-cum-training programme on resource development in academic
subjects at the GVM's College of Education on 18th and 19th of March 2002.
The Master Trainers were asked to prepare a repertoire of strategies for the
subject handling as well as compile a list of reference material, i.e.
books, any other printed matter, compact discs (CDs) various Web-sites to be
given to the participants. For this purpose, free Internet accessing, worth
Rs.100/- per subject was provided.

During the workshop on 18th and 19th , the participants were exposed to the
following: understanding the objectives of the workshop: the concern
regarding poor quality of teaching, the inadequacies of current
instructional practices, the barriers to change, the need for motivating of
trainers/teachers; child-centred teaching/learning communication and
management skills related to building rapport and establishing credibility;
getting information across; managing the group; handling conflict. 
knowledge about the roles and responsibilities of subject experts needed
changes in the transaction of the syllabus; innovative approaches to
teaching, learning and use of instructional materials demonstration
lessons/sessions as well as participants? presentations and simulations
preparing a scheme for taluka level training; modalities of conducting a
workshop

Action Plans for the Taluka level workshops were prepared by each
subject-group.

Workshops for the 5 school subjects i.e. History, Geography, Maths, Science,
English were organised in all the 11 Talukas of Goa from 22nd to 27th July
2002.  There were a total of 55 workshops involving 107 Resource Persons and
1,535 Participants.  The Department of Extension Services (DES) of GVM?s
College of Education, collaborated with the State Level School Complex and
made things possible.

As an aftermath of the workshops, a  series of review meetings were held,
the first on 2nd August 2002 with the Taluka Level School Complex Committees
at the Directorate of Education. The review meets of the subject experts
were convened at the Department Extension Services, Conference Hall, GVM?s
College of Education on 7th 8th and 13th August 2002.It was also agreed that
a comprehensive report (including annexures containing resource materials)
would be made for submission to the Quality Improvement Cell of the SLSCC
for further monitoring.  This work is to be conducted under the aegis of the
Department of Extension Services of the GVM?s College of Education.

The follow-up action recommended by the organisers were the following: 

Subject Committees are to be formed in every school. It will be enriched
from time to time by the organising bodies.

Staff meetings are to be held wherein the head of the institute/teachers who
attended workshops as experts/participants can disseminate the information
to others and action taken for transacting the salient features of the
workshops in the classroom.

Some time in January, all the schools from all the Talukas involved in the
workshops (as participant or as an expert) will be visited, in a scheduled
manner, the details of which is to be worked out by the Quality Monitoring
Cell of the Directorate of Education.  Precise details will be given.  In
the meanwhile, the focus will be on implementing the learning strategies
that were discussed during the workshops as well as introducing innovations
in classroom instruction. The ultimate aim of the joint efforts is
improvement in the quality of education imparted in our schools.
