Industrial Safety Experts Paint Scary Picture Of Vasco

PANAJI: Use of outdated technology for storage of gas and the lack of proper
on-site and off-site safety plans and the danger to residents within a 10-km
radius around Vasco in case of a disaster came to the fore at a programme in
the port town .

The interaction was organized by Goa Environmental Action Group and Goa
Su-Raj party in association with  Institute of Safety and Risk Management at
Hotel La Paz, Vasco on Saturday.
C.V. Dhume, Director, Institute of Safety & Risk Management and former Chief
Inspector, Factories & Boilers who gave a presentation with slides said
during the interactive session that the Hontonsphere ammonia storage tank at
Vasco was an outdated one.

Dhume said it will affect a radius of 10 kilometers around the port town
within 8.6 minutes, including far away places like Betalbatim to Bambolim,
including the Goa Medical College.

And as the quality of the on-site, off-site safety plans, if there are any,
and which, in all probability, must be locked-up in the District Collector's
cupboards, and the state of preparedness and awareness being suspect, the
situation can be perilous for citizens in these areas, Dhume said. During
the interactive session it was felt that the onus of Goa's deplorable
industrial safety and pollution control measures was heaped on the
government and not the industry, which is considered law abiding as it
purportedly gets all clearances under the law for setting up.

The location of the atmospheric ammonia tank within 50 meters of residential
and commercial areas at Vasco has the required clearance, although  a
distance of minimum one km is required as per the Bombay High Court at Goa
order. The presentation covered the major disasters of the past in France,
United Kingdom, Bhopal and other places with graphic details of plant
failures and man-made mistakes, leading to the disasters, their effects and
casualties.
The slide presentation was appreciated by the participants as being
informative. This was followed by a 10-munute video clip on do's and don'ts'
on various aspects of industrial safety, prepared by the Manali Fertilizer,
Tamil Nadu , for the general awareness of safety procedures for the public
in case of accidents.

In conclusion, R.P. Bhanushali, Technical Adviser, National Safety Council,
summed up the discussion and hoped conscious citizens would organize
themselves in their own interests and move the government to assert their
rights to a safe living. Earlier, Floriano C Lobo, president of Goa Su-Raj
Party gave a short introductory and welcome speech while U.R. Shenoy , Vice
President of Council of Occupational Safety, Health & Environment, Goa
proposed a vote of thanks.

The Institute of Safety & Risk management has come out with a booklet
"Emergency Procedures for Your Safety" with graphic illustrations and a
foreword by  the Chief Minister. According to the organizers, though 20
municipal councilors especially invited, thanks to former MLA Simon D'Souza,
none turned up. D'Souza's wife who is also a councilor and the Velsao and
Sancoale Sarpanchas, Hyat Regency, Cansaulim Chief Engineer S.K. Varma and
Mormugao Municipal Council engineer, Bandodkar were present.
