Cable operators can't get away from paying tax: CM

The Chief Minister, Mr Manohar Parrikar, has said the government will not 
allow
any cable or head end operator to escape from payment of entertainment tax and
that dues will be recovered from them who have not paid the tax with penal 
interest.
Mr Parrikar told The Navhind Times that all those who have to pay taxes always
demanded reliefs from the government and that the government would consider
the request on merits and sort out the problems if there were any, but this 
did not
mean that they can escape from paying the tax.

Replying to a query on the claim of the Goa Cable TV Headed/Network Owners' 
Association
that it was in the process of reviewing the entertainment tax, he said that 
no third party
could speak on behalf of government and if such a proposal was there the 
government
would issue necessary direction by itself.

He said the government would take all aspects into consideration in 
settling any grievances
that the cable operators might have but no one would be allowed to escape 
payment of tax.
He also said the cable operators can fight for their grievances but cannot 
avoid payment of taxes.

Meanwhile, sources in the entertainment tax department have said that even 
the notification
issued by the government stated that all those who provide signals by 
co-axial cable or
optic fibre cable to the subscribers from a central system called head-end 
also need to pay
the tax for the connection provided by them to subscribers directly.

Besides, the sources said, the link operators who supply signals to the 
subscribers have
to either pay the entertainment tax for the connections they have provided 
either by themselves
or through the head end operators from whom they get the signals. The 
sources further said
the government would not levy taxes on both the head end operators as well 
as the link operators.

The sources further said that there was no dispute as regards to payment of 
entertainment tax
and there was no application from the cable operators pending before them 
seeking review
of the entertainment tax or mode of payment.

They also said the only dispute as regards to composition of tax, which was 
notified
to be calculated at 75 per cent of the highest number of connections at any 
time
during the previous year, was settled and the amount was to be calculated at
50 per cent of connections.
