What a joke, the idea of the helmets is to protect the rider in case of an
accident. The accident could involve another vehicle. Are we assuming that
the other vehicle is going to be standing still. If the other object
(vehicle) is travelling in the opposite direction at say 40k, the impact is
that of a motorcyclist hitting a wall at 80k.
This is a simple issue, you get on a motorbike or a scooter, you wear a
helmet!!!

> HELMET ISSUE: MAG URGES GOVERNMENT TO NOTIFY TWO EXEMPTIONS
>
> The Motorcycle Action Group(MAG) today(Jan 30)urged the Government of Goa
> to immediately notify the two exemptions to the helmet rule as mooted by
> the former Transport Minister Pandurang Raut in consultation with Chief
> Minister Manohar Parrikar.
>
> The two exemptions are persons driving motorcycles at a speed not
exceeding
> 40 km and persons driving motorcycles in municipal areas.
>
> A meeting of MAG held today and presided over by Convenor Premanand
> Lotlikar expressed the hope that Chief Minister Manohar Parrikar would
> notify these two exceptions as published by the Government in March
> 2001 by draft rules and leave it to the two wheeler riders to decide for
> themselves whether to wear a helmet or not and that the authorities would
> instead
> channelise their energies in dealing with the causes of accidents by
making
> the roads safer to save lives.
>
> The meeting expressed concern that Chief Minister Manohar Parrikar and
> Transport Minister Pandurang Madkaikar were being misguided by certain
> police and transport department officials who for monetary gains in
> connivance with the helmet manufacturer's lobby were trying to desperately
> enhance the sale of helmets.
>
> The meeting vowed to strongly oppose any attempt to make use of helmets
> mandatory and expressed regret that the authorities instead of trying to
> fix the causes of accidents are merely trying to project a false theory
> that lives would be saved by using helmets.
