U R the one who first initiated this discussin with a question: Can u build within the 500 metres line?
U did not quote what exacrtly or even what purports to be the law/ rules in this regard.
This is the reason I went on to explain what my friend and ex neighbor had to go thru in his ambition to invest and build. When he went to the panchayat and other authorities with his plans , he was not presented with the rules or even told about them in writing. the whole matter was delayed for months, only to harrass a bribe out of him. No exact fees or time was mentioned to him to get his application or whatever approved. Because of 'Corruption and expectancy' of bribes at all levels. He is still waiting; and now may be even longer, (that the BJP coalition Govt. has gone with the wind) and there are no takers; the efective functioning of the govt. in this regard is dead. They dare not bend the rules! no one to pass the buck on to.


When I said 'casti' I was attempting to say: true sons of the soil. No derogatory meaning implied.
In your last para, reproduced below, u have summed it up. Corruption and bribes 'bend the rules' just as I was saying. The fees and rules and procedures are not gazzetted, only to allow for corruption.


I myself am not interested in retiring and or migrating back to Goa; since the utter failure and non availability of essential services like uninterupted power, water supply and decent transport and the roads etc are yet to satisfy, any one who has had the good fortune to live in a better place.

goes on to create a confused picture and hopeless situation
of what exists in Goa. Corruption and bending the rules is a serious issue here. But it is probably only aggravated by expats (and locals too) who are in a tearing hurry to get their job done, unwilling to fight corruption when they see it, and instead give excuses and paint the situation as one in which they are totally helpless (when often themselves more than willing to pay a bribe when they need to... or even when not needed to).

P Deshpande: No construction is permitted in the area falling within 500 mts from the HighTide Line (HTL) only if the plot is situated in Coastal Regulation Zone CRZ I in the Goa Coastal Zone Management Plan, which is now a statutory document. If, however, the plot falls within the Zone CRZ III, construction of buildings / beach resorts is permitted within the area of the plot falling within 200 mts to 500 mts from the HTL, with specific conditions such as Floor Area Ratio of 0.33, Height Restriction of 9.00 mts, adherence to the Goan Architectural Style, etc. For such constructions, Building Licences are issued by the concerned Local Authority (Village Panchayat) only after they are accorded Environmental Clearance by Goa Coastal Zone Management Authority (GCZMA) as well as by the Ministry of Environment & Forests, Government of India
