I agree that the man on the moon who zooms in on Santa Cruz/Sahar from his perch would say that the spaces are contiguous enough to support a single, integrated facility as visualised above. But what about the ground reality, especially the experience of in-transit passengers? Knowledgeable folks say that to cover the 6 (six) km distance between the domestic and international terminals they had (until very recently) to exit one completely and travel to the other. In Mumbai this could be time-equivalent to a much longer distance elsewhere! Although special coaches have now been provided to run internally within the airport the wait for them is eternal. So ... Also, btw, the new aiport being planned for Mumbai will be located at Navi Mumbai.
