Reminds me of a beautiful cartoon by the famous R.K.Laxman of TOI in which a bureaucrat is telling his Minister: "This project will be highly beneficial to the people but we should not implement it because there is bound to be corruption etc involved." Instead of analysing costs and benefits sensibly (i.e. purely from Goa's perspective), corruption-proofing projects, and tackling any problems of locational skewing at the inception (instead of nearly ten years after the fact) we make a hue and cry late in the day over Mopa which "signifies nothing"!
