Goa Assembly witnesses uproarious scenes Panaji, Feb 15: The Goa Legislative Assembly today witnessed uproarious scenes with ruling Congress demanding action against BJP leaders for a traffic congestion due to its massive rally on Monday and the Opposition alleging government `failure' on the issue. Raising the issue during zero hour, Congress legislator Jitendra Deshprabhu said the BJP leaders leading the rally should be arrested as it had caused inconvenience to the people. However, BJP members alleged inability to handle the traffic was a failure on the part of the government. "All permissions were taken for the rally and it was failure of the police to handle the situation which led to traffic congestion," Leader of Opposition Manohar Parrikar said. The 10,000-strong BJP rally on way to the Assembly had resulted in blocking of both the bridges towards Panaji, leading to a huge traffic snarl for almost two hours in the city. When Chief Minister Pratapsingh Rane rose to make a statement on the issue, BJP members created noisy scenes contending the issue cannot be taken during zero hour as all the required permissions were taken for the rally. However, Rane said "we appreciate democratic methods used by the Opposition but that does not mean that they should stop the road.
