I am wondering if Goa has art which was stolen from other places in its museums? Vice-versa is there Goan art which is sitting in other musuems, potentially "stolen" from Goa. This is not simply an art question, but one of cultural legacy. Yes, I fully support the "Mona Lisa" returning to Italy, Kohinoor diamond to India, and art in other European museums (or any museum for that matter) returning to its original location unless it was acquired in fair and free transaction. There is no simple and straight-forward way to do this or clearly define "original location", but it is important enough to make an attempt as the Getty musuem is doing. This is a complicated topic as sometimes those who paid for the art may be from a different place/country than the artist. On the other hand there is art, clearly defined from a specific place.
