conduct, there is a race for laying foundation stones
of all sorts and kinds. New projects are being
announced even without the spadework having been
complete. Ministers are even laying foundation stones
and unveiling plaques for hot-mixing of roads, where
in some cases even the work orders have not been
issued.
The rush in which projects are being pushed in
