If Prime Minister Narendra Modi truly delivers on his mantra of “less government and more governance” our great country may reach bigger heights. Downsizing the cabinet and also trimming the over bloated bureaucracy is the way ahead.
Goa Chief Minister Manohar Parrikar had made a similar assurance of good governance during his 2012 election campaign but his disastrous U turns and the sordid reality of confusion, contradictions and controversies is there for all to see. Manohar Parrikar had assured that professionals and not politicians would head Corporations and other bodies but he has overloaded all these with political cronies, some of whom are awfully tainted. Despite crores having been drained on E-governance, a very tiny state like Goa has a staggering over 50,000 government employees. Inspite of this Manohar Parrikar has over the last two years unnecessarily created thousands of more posts and positions to accommodate members of his party Parivar. Even for the all important post of Chairman of the Goa Public Service Commission he could only find his own close relative. Despite having been given a clear mandate, Manohar Parrikar has been unable to deliver on the ‘Parivartan’ or grassroots change that he promised by way of good governance and Zero tolerance to corruption. Unbridled corruption continues with Scams galore. What has only changed is the identity of the agents, brokers and beneficiaries. And we are without a Lokayukta till the Chief Minister finds another pliable one! If Narendra Modi is able to have a small cabinet there is no reason why Manohar Parrikar should not follow suit. There is no justification whatsoever for the tax payers of India’s smallest state to be burdened with a 12 member jumbo cabinet when Goa could be ably governed and managed by a team of five including the Chief Minister. It should not be forgotten that Goa was once ably managed by a Chief Minister with only three Ministers. Your turn now, Mr. CM to take a cue from NaMo and modi-fy Goa by having a compact cabinet.
