A few days ago, Goa's retiring Inspector General of Prisons Elvis Gomes made 
the following statement to the press:
"There is no law and order in the state administration".

That was a powerful denouement from a high ranking official but he said nothing 
new that other ranking officials in other places in India had not said before.

On the subject of police torture, some honest and introspecting top police 
officers have been saying for many years that police are not trained to do 
their job according to the law and therefore resort to torture to substitute 
for their lack of skill in interrogation. 

Judges know about this but they tend to ignore it because it's "one of those 
things in a generally bad legal system" that a civilized country must 
eventually rectify.

Now a Tamil film has been chosen as India's entry for the Oscars in the foreign 
film category.
