There is a healthy Goan population spread all across the Greater Toronto Area 
who are very active in their community and to an extent civic affairs but other 
than politicians tapping into it for their votes, they have little power to 
further their interests.

The Punjabi population though, is an entirely different matter. They care 
beyond their civic participation, focusing mainly on politics. The result is 
they have a disproportionate (to their population) number of members of 
provincial and federal parliament and ministers. Nobody, including the Prime 
Minister will do anything which may be perceived as inimical to their 
community. They have even got away with major travesties like the Air India 
Bombing that despite expenditure of millions in investigations and court 
processes resulted in few convictions.

So power without politics is nothing, unless you are talking of throwing up 
such a great personality that even politicians have to heed him. Even a Claude 
and Norma Alvares won’t do.
