India's and specifically Goa's bureaucracy can function in the most
inefficient and corrupt manner because it is hidden from the public
eye. The Right to Information has been introduced but it's spirit and
intent has been made a mockery of by the people who are responsible to
implement it. Besides even if the facts are made known, the result is
at most a fait accompli rather than something that can be corrected
while it is happening.

The 'file and margin notes' system of administration has long since
outlived it's usefulness. It was set up in the days of the British and
the Portuguese colonial rule when efficiency was expected and honesty
and fairness of the officers of the state was unquestioned.

A significant step towards computerisation of all government files and
records was taken in the Chandrababu Naidu administration of Andhra
Pradesh. The state benefited greatly from the transparency, it became
a model for governance and money from business and investment flowed
in like a flood. AP overtook Bangalore's Karnataka in foreign direct
investment and indeed vied for first place for the race of India's
IT. Naidu became a most popular Chief Minister not only for Indian and
foreign businessmen but also for Aam Aadmi (the common farmer and city
dweller).

When Naidu's period of rule was over, all efforts were made to
overturn the progress in this endeavour that he had made. After all
corrupt men who are the majority in any Indian State could not
function when their doings were recorded in 'live' time and for all to
see.

Can you imagine the benefits to Goa from this model of government
records computerisation that was introduced by Naidu in Andhra
Pradesh. With computerisation there are time lines for completion and
exposure to all bureaucrat notes. There are guidelines for decisions
and anyone with a computer and internet can see at any given time what
is in the pipeline in the public domain.

Take Valmiki's instances of the actions of the two corrupt public
servants in Canacona. It would never have happened. Their follies
could be seen from Kashmir to Kanyakumari and indeed from the Andorras
to Zaire.

A most worthy cause for the Goa Bachao Andolan to take in hand . No
more RP 2011's and it's many progeny. We in the disapora will help
with all financial and other support to get it implemented. We Goans
overseas can bring international light to shine on what the corrupt
would like to keep in the dark.
