<The question of migration is not about ethnicity,neither is this problem particular to Goa. It is aboutthe movement of people from rural and impoverishedareas to urban areas. Unfortunately, such a shift isnot in the interest of either party, a situationaggravated in India, given our dismal cityinfrastructures which are unable to cope. We are by far missing the mark if we turn this into anemotional issue about ethnicity. Instead we need toseek economic solutions to this very real problem,such as how to shift resources from urban centers tothe rural areas, how to contain the populations ofBihar and Pradeshi states, how to upgrade our cityinfrastructure and insist that municipalities enforcecity ordinances pertaining to illegal dwellings,vendoring, public defecating, urinating, zoning, etc.>[Selma]
I could subscribe to this viewpoint without hesitation. At the heart of the problem is practically non-existent urban planning and inequitable national economic development both uninformed by an enlightened environmental and global perpsective.
