Eddiebab, Good to hear from you. Perhaps, you are unintentionally raising a very valid point with respect to those who plan to join the Goan separatist movement. To what extent is their unique identity defined by knowledge of Konknni? Do they consider it their mother tongue? If so, to preserve their identity would they exclude people who do not speak it?
