Procedure as such does NOT exist in any Govt dept.
Most jobs in the Govt dept. especially when the promotion comes into question,
only bribery and favouritism counts.
Thus protocol and procedure goes out of the window because these peoples
incompatibility is not scrutinised due to the incompatibility that
automatically exists from TOP to BOTTOM.
