I do want to make clear that when I wrote "Goa is a failed state" I was referring to the political situation (both major parties), the law and order situation and the criminal elements in these activities.
On the other hand, Goa is a successful state when it comes to art, stage theater, music, and in various other fields. However, a cloud hangs over the state given the failure of the political system to deliver basic rights, opportunities to Goans. George
