The site is : https://passport.gov.in/oci/OnlineOCIRegistrationG.jsp It normally takes about 2 to 3 months to get it and as Nancy righty says it is valid life long. After obtaining this there is no need to have a viza to visit India for a person holding foreign passport. Even when the passport expires, the OCI can be transferred to the new passport on payment of a small fee. Dev borem korum.
