invasion of Goan beaches by tar balls, close on the heels of the Mumbai oil spill, calls for policy intervention against criminally negligent ships ruining the Indian coastline and putting marine ecology at risk. It is time India, emulating US action in the BP case, vigorously enforces the ‘‘polluter pays’’ principle so that such ships are rendered automatically liable to pay for environmental damage without going into the question of fault. The contamination of coastal waters by oil spills is bound to worsen unless errant ships are slapped with exemplary damages to the tune of crores of rupees, commensurate with environmental repercussions and costs of remedial action. The Mumbai spill was due to a collision. Goa’s case is a shocking ‘‘spill and scoot’’ by a rogue ship. Government should also leverage its prerogative to impose legal sanctions, including cancellation of licences. As a token of our commitment to tackling this serious problem, TOI offers a reward of Rs 10 lakh to the crew member who blows the whistle on his polluting ship.
