The gutters at the side in Panjim and Old Goa, are meant to collect water off the road and divert it to the nearest stream/river. However, design and construction appear to have parted ways in most places, as the gutter-covers (those with holes to allow water to enter the gutter) are proud of the road by some 10 cms or more, thus water remains on the road and only enters the gutter via the cracks. Did any "engineer" inspected the works during or after they were completed?
