QUOTE
As the debate on potential prime ministerial contenders for the 2014 elections
picks up in India, a US Congressional report says it might just turn out to be
a direct contest between controversial Gujarat chief minister Narendra Modi and
Congress leader Rahul Gandhi.

A report on India by the Congressional Research Service (CRS), a bipartisan and
independent research wing of the US Congress, finds Narendra Modi a strong
prime ministerial candidate for the opposition BJP in 2014,....

Nowhere does the Congressional Research Service (CRS) report state that the
2014 elections will be a "direct" contest between Modi and Gandhi. Nowhere does
the report state that Modi will be a "strong" prime ministerial candidate. In
fact, it implies just the opposite - that Modi has "significant obstacles" to
becoming a prime ministerial candidate. Here is the pertinent quote in this
regard in the CRS report:

QUOTE
Despite his clear political and economic successes in Gujarat - in his ten
years as Chief Minister the state has led the country on many development
indicators — Modi continues to be haunted by the 2002 Ahmadabad riots, a topic
he has never fully addressed in public. Although he is a safe bet to win a
third term in 2012 state elections, his aspirations to be the BJP’s prime
ministerial candidate face significant obstacles, not least the likelihood that
Muslims and liberal-minded Hindus would represent an anti-Modi bloc at the
national level, and the BJP’s key ally in Bihar, Nitish Kumar’s Janata Dal
(United), could be expected to abandon the alliance in protest (Geeta Anand,
“Give Us Your Account, Mr. Modi” (op-ed), Wall Street Journal, February 23,
2011; Karan Shah,” Narendra Modi, Prime Minister?” (op-ed), Outlook (Delhi),
April 5, 2011).
