This seems like an attempt to evade giving out information using a well-known ruse. When we were doing a story on the crashes of the Sea Harrier planes in and around Goa (each costing a few hundred crores!) the navy sought to block the release of information, stating national security! However, with some persistence, the answers were procured, and the story was shocking: http://www.livemint.com/Home-Page/oHZHXQRBbbI7zt9AKOF4UM/The-Indian-Navy8217s-deadly-aircraft.html I hope you will persue this issue in parliament and elsewhere (if necessary, using the RTI too) to find out the truth.
