If I remember correctly, Maria had raised the same issue earlier. Her major problems seems to be the surrender of Indian passport for OCI card and the fees for it. If the government deems it's fair price to pay for getting the card and with it some privileges. I recently talked to a consulate official regarding my OCI as I have got a new Canadian passport. According to new rule, the OCI card must be transferred to the new passport at least once. The official informed me that since I had done the OCI after age 50 I don't need to do so. She said I can travel with the OCI card on the old passport. It's gives a lifelong visa. It's best to get clarification before travelling to India as often the immigration officials at Indian airports are known to harass OCI card holders. People such as Maria can't do much in this regard but just make useless noises. This issue of fees and other things were taken up by the groups of people with origin in India in both US and Canada and then the government lowered the fees. So, for Goans with Portuguese passports, some of them who may think they are discriminated against, must either join together as a group and make their case.
