Yes, in practice it can happen. I took a look in our subversion tree,
which holds +1700 recipes, where 57 are meta. From these 57 there's no
replication of includes. There are, however, 2 cases where "standard
recipes" are included, namely DBH and Esound (and I'm not sure about
the former), listed in the XFCE and Enlightenment recipes,
respectively.

"part_of" can be used to describe sub-recipes such as all
Xorg/KDE/XFCE. In cases where "normal" recipes are included in metas
there's no reason to use "part_of", as it will already have its own
Dependencies files.

So, in short, I think this is not a problem. For those recipes that
use is_meta due to prefix problems (such as the old TclTk recipe),
/System/Index is coming to alleviate that, and thus they'll need no
more to be described as meta.
