Dear Greg:

The Japanese Vice General Directors probably have a copy in their libraries. 
Unsure if it has been completely translated into English. It is only fifty or 
so pages. It is referenced by independent sources such as Christian 
missionaries to Japan in the late fifties and early sixties. I don't have the 
time to research it for you but I have seen such references.

What would it explain to you?

I agree. But I keep seeing this referenced on web sites. If there is actually 
such a publication and the quotes are correct this could explain a lot for me.
