Hang on... isn't SMS the technology that brings us text
messages?  Oh well, it appears that SMS Internet exists
through a brief search on google.

Wouldn't it be better if you used something like Genie,
which sents instant messages to phones?  You could have
something like:

and send them out say every 4 hours or so.  There is an
SMS module on CPAN for this, so all you need to write is
the chewing gum.  Provide for messaging at particular
times (e.g. on the hour), if you won't be using Cron.

With just 150 characters or so you'd need to think hard
about what information would be provided.  Cryptic would
be okay if it squeezes in the information hardcore players
need.
