In particular, your formula seems to change to summer time on the last
Sunday in April, and change back on the last Sunday in October, whereas
British Summer Time actually starts on the last Sunday in March.

To make it work in any other timezone, you would probably need to encode the
offset from GMT, and the rules for which date and time to change the clocks.
