In the Custom Search forum, another user of the JSON/Atom CS API has
reported two issues:

(1)  The user observed that the documented filter parameter
("filter=0") has no apparent effect on results returned from this API
(the result set will be the same regardless of whether the filter
parameter value is 0, 1 or unspecified).

(I realize that the API is in Labs, but the current documentation
indicates that the filter parameter should have the intended effect.)

(2)  The user encountered another issue that is actually well-known,
but not yet mentioned in that API's documentation: that the
(estimated) "totalResults" value is often far from accurate.

(IIUC that issue has long been familiar to users of the XML API.
Since 2007, the XML API documentation has at least acknowledged that
the estimated total result count "...may not be accurate."
Suggestion: could the same caveat be added to the JSON/Atom API docs?)
