Actually, yes, this is a problem for a couple of reasons. First and foremost, while there are no published restrictions on the number of queries you can submit, there are throttling mechanisms in place to prevent the sort of traffic that you're talking about. Simply put, the service was not designed for this sort of use. And second, the Translate API is going to be discontinued in December because so many people are using it the way you've just described. It's simply not feasible for Google - or anyone, for that matter - to provide a free service for this sort of use.
