As I don't work for Google, I can only repeat what I've been told. The 
Translate APIs were abused to the point that they were unsustainable. That 
said, they have announced that they will release a new, paid version of the 
Translate API prior to the December shutdown. What, exactly, that new API will 
look like remains to be seen.
