I'm seeing the same thing here. All of a sudden I can't deploy to the cloud. I'm using gae 1.2.2, and I'm getting the exact same error. The only thing that may have an effect is that I had someone else on my team deploy to the same account (different app id), since then I haven't been able to deploy. I can't believe that you can't have more than one person ever deploy to an account. Any guidance would be appreciated. Thanks.
