that is quite interesting. Google just can decide that someone is "underbilled" so he/she has to pay an extra 700% on CPU time. So not everyone has to pay the same for the same good. I think that this is quite ridiculous. Probably it does not make sense to invest in this platform anymore but better develop my software on another cloud service like Amazon. I'd advise running AppStats to profile where all the additional CPU usage is coming from.
