Yes it is in App Engine 1.3.5. Look in the jar. I've got the backend working already. There is no doc, just classes.
Among other things here is what there is: import com.google.appengine.api.channel.ChannelMessage; import com.google.appengine.api.channel.ChannelService; import com.google.appengine.api.channel.ChannelServiceFactory; and it all works.
