Google fixed this issue last night. Thanks to the Google engineers who addressed the problem. I'm not sure this would have been addressed if we hadn't had a friend internal to Google who looked into the issue for us.
I'm still frustrated that the moderators of this board never replied. I suppose it's difficult to separate real issues (i.e., something's broken) from spurious complaints (i.e., I can't get my code to work).
