Thanks for the reply. I've certainly considered (an even tested) your 
proposal of using a reverse proxy, ironically hosted in one of the amazon 
free instances using apache mod_ 
proxy http://httpd.apache.org/docs/2.0/mod/mod_proxy.html 

It naturally works as all requests appear to app engine to originate in the 
US IP address of the Amazon instance, which even though isn't an ideal 
solution (extra cost, latency, one more moving part to maintain), it's 
something I could live with.

However, as you suggested, it might go against the terms of service of app 
engine, specifically section 2.2, something that I might not even qualified 
to assess (i'm not a lawyer). http://code.google.com/appengine/terms.html

It's really inconceivable that in this day and age, regular users in Cuba 
could not access a vainilla web site because of Google's 
interpretation/application of US laws.
