Do you see the App Engine ID if you log in to appspot.com instead of the cloud console? At any point, did you delete the application ID by using the Delete Application button in the admin console? If you own the ID, it should show up in the admin console at appspot.com. Otherwise, perhaps the application ID you're referring to is owned by another user and you only have invited developer privileges to it. Once you see the app ID on the App Engine console, click on the application link, then click on the link marked "Billing Status" on the left hand navigation bar.
